Andrew Partridge BSc Dip.UP MRTPI – Director
Andy obtained a BSc (Hons) degree in Geography from Coventry University and a postgraduate Diploma in Urban Planning at Oxford Brookes University.
He is a Chartered Town Planner and was elected a Member of the RTPI in 1994. Andy has over 30 years professional planning experience and joined the Practice in 1997, having previously worked in Local Planning and Development Control at Test Valley Borough Council.
Andy became a director in 2011 and covers a wide range of Town and Country Planning issues with a particular focus on rural issues – particularly country houses, planning design, planning law and appeals.
He has recently been involved in promoting several wineries, houses of outstanding design, a crematorium, a commercial allocation for a local plan, as well as successfully defending at public inquiry an unauthorised dwelling. As well as participating in public inquiries, Andy deals with the full gamut of appeals and has been called as an expert witness in court.
Neil March Bsc (Hons) DIP TP MRTPI – Director
Neil joined the practice in November 2014 and was appointed as a Director in December 2018.
He obtained a BSC (Hons) degree in City and Regional Planning, followed by a Diploma in Town Planning, at Cardiff University and has been a chartered member of the Royal Town Planning Institute since 2002
Prior to joining the Practice, Neil spent 20 years working in planning for local authorities, starting his career at South Somerset District Council, before moving to New Forest District Council and then Winchester City Council. He has experience in both Development Management and Enforcement, and was the Enforcement Manager at Winchester City Council for 8 years, dealing with a wide variety of planning issues, including Public Inquiries, High Court Challenges, Lawful Development applications, and Gypsy and Traveller appeals.
He undertakes a wide range of projects and instructions for private clients and has represented Winchester City Council in a number of complex enforcement appeal cases. Neil acts for clients across a spectrum of urban and rural planning issues and provides planning appraisals, prepares and submits planning applications and represents clients at appeal. He has a specialism in enforcement related matters.
Alice Drew BSc (Hons) MSc MRTPI – Director
Alice graduated from The University of Reading with a BSc (Hons) degree in Geography in 2015. She started her first job in Planning at Pro Vision in 2015 and undertook a Masters in Urban and Rural Planning with the University of the West of England. In 2017 Alice joined Barton Willmore, where she was involved in a variety of residential, mixed use and commercial projects for both private and public sector clients.
Alice manages her own cases of both urban and rural nature. Her day-to-day work includes undertaking site appraisals to assess development potential, preparation and submission of planning applications and preparation of representations to Local Plan consultations.
In 2020, Alice was elected as a member of the Royal Town Planning Institute and is a member of the committee for the Solent Women in Planning branch, in which she is actively involved with organising CPD events in the region for like-minded professionals.
Bonnie Wintle - Director
Bonnie joined the practice in September 2005 and was appointed as a Director in 2023. She has undertaken various financial and administrative training, and has extensive knowledge of both SPP and the industry as a whole.
Bonnie makes sure the practice is running smoothly and efficiently with the support of the Administrative team.
Ian Donohue BA, MRTPI, DMS – Consultant
Ian has a Planning Degree from Trent Polytechnic and over 18 years experience in Local Government. Ian joined the Practice in January 2008 and became a Director in 2010 until 2023. He is now a part-time consultant.
He is a Chartered Town Planner and was elected a Member of the RTPI in 1994.
Ian has worked in the Development Control Departments at Portsmouth, Fareham and Havant including six years as a team leader managing minor, major and area teams.
Ian also has a Diploma in Management Studies and extensive experience in analysing planning systems including database management, GIS and document management.
His work at the Practice covers a wide range of planning matters including urban and rural development, enforcement, planning appeals and negotiating with planning authorities.
Alexandra Webb BSC (Hons) MSc Spatial Planning MRTPI - Associate
Alex graduated with a BSc (Joint Hons) degree in Geography and Urban Planning from Birmingham University and continued to obtain a Masters in Spatial Planning from Oxford Brookes.
She is a Chartered Town Planner and was elected a Member of the RTPI in 2012. Alex has over 16 years professional planning experience in both Local Government and private practice. She originally joined the Practice in September 2007 and left in 2021 to work in in the Development Control Department at Eastleigh Borough Council, before returning to the Practice in 2023.
Her work covers a wide range of planning matters covering both urban and rural development. This includes the preparation and submission of planning applications, development appraisals, applications for lawful development, planning appeals and negotiating with local planning authorities.
Kim Blunt MSc Development Planning – Planning Consultant
Kim joined the Practice in October 2007 having gained a BSc (Hons) in Geography followed by a Masters Degree in Development Planning at the Centre of Planning Studies, at The University of Reading.
Prior to full-time university study, Kim gained relevant qualifications and valuable experience for more than 20 years in the Healthcare and Health & Safety sectors through her previous career in hospital administration and her role as a part-time fire-fighter.
Kim handles her own client cases of urban and rural planning issues. This includes the preparation and submission of planning applications, carrying out development appraisals, and working closely with the team at Homelodge alongside Local Planning Authorities to approve the placement of Luxury Mobile Homes.
Jessica Grout BA (Hons) - Assistant Planner
Jess joined Sourthern Planning Practice in October 2024 after graduating from the University of Exeter in July with a degree in Geography.
Since becoming an Assistant Planner, Jess has worked alongside the other Consultants and Directors to assist with their projects, take on research, and work alongside the Homelodge team to submit applications.
Stephen Wickenden BA (Hons) Dip Arch Cons - Architect
Steve has a degree in Architecture from Plymouth University, a Postgrad Diploma in Architectural Conservation and holds a Certificate of Architectural Professional Practice. He joined the Practice in May 2016 and provides our in-house design and plan drawing service.
Steve has a 25 year career background in architecture having worked for a number of architectural, planning and surveying practices and for himself. He brings his technical and design skills to bear on client instructions and also undertakes site and building survey work.
Nikki Windebank - Ecologist
Nikki joined the practice in August 2023, having recently completed a degree in Ecology and Wildlife Conservation at Sparsholt University Centre. In conjunction with her studies, she has spent the last 2 years working in both the private and voluntary sector undertaking a variety of habitat management work, as well as flora and fauna survey work and continues to volunteer for the South Downs National Park Ranger Service.
Nikki undertakes Preliminary Ecological Assessments for clients across a range of projects advising on ecological mitigation and improvements and undertaking Biodiversity Net Gain calculations.
Having spent 20 years working in the planning sector, as a Highways Engineer for Hampshire County Council, and as a Planner and Enforcement officer for Winchester City Council and New Forest District Council, and more recently on a consultancy basis for the South Down National Park Authority, Nikki came to us with a unique understanding of the challenges and opportunities that ecology can pose to development.
Lynne Evans MA, MRTPI, MRICS – Executive Consultant
Lynne has a Geography degree from Durham University and a Masters Degree in Town and Regional Planning from Sheffield University. She was elected a Member of the RTPI in 1985 and RICS in 1988.
Lynne has more than 35 years of professional experience, mainly in private practice working on a range of major development projects. She joined the Practice as a Consultant Planner in 2005 dealing with major projects and corporate clients.

Bethany Harfield & Pauline March
Bethany and Pauline joined SPP in early 2024 as Practice Secretaries and are fundamental to the smooth running of Southern Planning Practice. Both are adept with managing the accounts, assisting with client queries and all our other secretarial needs.
